  18. <p>     No principle is more sacred to American public education
  19. than the authority of locally elected school boards. Yet the
  20. Boston city council voted last week to abolish the independent
  21. School Committee and put city hall directly in charge of
  22. Boston's 57,000 public-school students, 80% of them members of
  23. minorities. Black leaders and the School Committee protested
  24. the council's action, which must be approved by the
  25. Massachusetts legislature and signed by the Governor. But Mayor
  26. Raymond Flynn, who is pushing hard to overhaul the debt-ridden
  27. system, argues, "There's just no time anymore to sit around and
  28. think. We've got kids walking away from classrooms, who shoot
  29. and kill each other in the streets."

  31. <p>     The School Committee has been paralyzed by its failure to
  32. hire a superintendent after dismissing the black incumbent,
  33. Laval Wilson, last February amid criticism that his management
  34. style was too aloof. The removal has sparked bitter charges of
  35. racism, and last week a leading candidate withdrew his name
  36. because of the continuing divisions. The council proposal would
  37. empower the mayor to hire and fire the superintendent. Critics
  38. worry, however, that such a move could open school doors even
  39. wider to political patronage.
